近期，有关大型演出活动的售票问题接连引发网络关注，演出活动中非理性追星、不文明观演等问题，也让不少观众乘兴而来、败兴而归。这些都对正常的市场秩序造成破坏。
针对相关问题，近日，文化和旅游部、公安部发布《关于进一步加强大型营业性演出活动规范管理促进演出市场健康有序发展的通知》，其中指出，加强观众人数在5000人以上的大型营业性演出活动的规范管理，大型演出活动实行实名购票、入场制度，演出举办单位公开销售的门票数量提升比例，明确不得低于核准观众数量的85%，其余15%的门票，《通知》也规定，应当在演出前24小时进行个人信息绑定，做到“实名绑定、实名入场”。
China's Ministry of Culture and Tourism and the Ministry of Public Security recently jointly released a circular to strengthen the standardized management of large-scale commercial performance events with an audience of more than 5,000 people.
The circular asked organizers to ensure that the number of tickets offered to the public is no less than 85 percent of the authorized capacity. For the remaining 15 percent of tickets not offered to the public, the ticket holders' personal information must be registered 24 hours before the performance.
《通知》要求，大型演出活动实行实名购票和实名入场制度，每场演出每个身份证件只能购买一张门票，购票人与入场人身份信息保持一致。演出举办单位、演出票务销售平台应当加强消费者个人信息保护，防止未经授权的访问以及个人信息泄露、篡改、丢失。
The circular noted that, one identity document can only buy one ticket for one performance, and the identity information of the ticket buyer and the person attending the event must be consistent. Performance organizers and ticket platforms are also required to strengthen the protection of consumers' personal information.
针对强实名制带来的退票难问题，《通知》也提出应当建立大型演出活动退票机制，设定合理的梯次退票收费标准。
A ticket refund mechanism should be established, implementing a reasonable tiered policy to protect the rights of ticket buyers, the circular said.
另有网友指出，黄牛在难以通过倒卖门票获利的情况下，又将目光对准了代抢业务（黄牛获取个人的身份证件信息后，为其进行抢票并收取不菲的费用），代抢使用的是真实证件，因此在强实名制的新规之下，依旧很有隐蔽性。
相关部门指出，观众顺利买到票只是第一步，观看演出的体验同样重要。演出市场的健康有序，不仅能够满足老百姓个性化多样化的精神文化需求，也有利于市场的繁荣、消费的增长。因此，为了全面规范大型演出活动，促进演出市场健康有序发展，仍然需要持续、严格地监督和管理。

为了阻止“黄牛”们在中间疯狂抬价，越来越多的明星演唱会已经开始采取“强实名”购票制度，即人、证、脸三合一——线上购票时，购票者需要绑定个人身份信息，入场时必须扫本人身份证和刷脸。
此外，“强实名制”演唱会的票，既不可转赠，也不可退票。
